97 govt agencies showed RM73.9bil current surplus in 2023, says minister

A total of 97 agencies recorded a current surplus of RM73.9 billion after tax and zakat in 2023, according to analysis of the Auditor-General’s Report 1/2025, says finance minister II Amir Hamzah Azizan.

Amir told the Dewan Rakyat this was an increase from the RM55.8 billion current surplus the agencies recorded in 2022, reported Bernama.

He said the four federal agencies with the highest current surplus in 2023 were the Employees Provident Fund, with RM41.3 billion, the Retirement Fund Inc (KWAP) with RM9.6 billion, Bank Negara Malaysia with RM7.2 billion, and the Public Sector Home Financing Board with RM3.1 billion.

Amir said the RM80 million losses recorded by seven KWAP subsidiaries in 2023 was divided into three categories – capital structure, the decline in the value of a commercial property in the UK, and the decrease in Menara Capsquare’s occupancy rate.

He said the other real estate investment assets held by KWAP recorded good occupancy rates and provided positive net returns, and that KWAP’s management constantly monitors the performance of its subsidiaries.

On the comment by Dr Abdul Ghani Ahmad (PN-Jerlun) that the Inland Revenue Board (LHDN) recorded a current deficit of RM735 million in 2023, Amir said the shortfall arose following a decision by the finance ministry to reduce the distribution of agency fees to LHDN from RM3.2 billion in 2022 to RM2.1 billion in 2023.

“LHDN still had a positive accumulated surplus of RM104.55 million and a net asset value of RM279.66 million as of Dec 31, 2023,” he said.

He said the finance ministry will ensure that LHDN’s cash needs are sufficient to ensure the continuity of its operations, and to meet its task of achieving the national tax collection target.

Commenting on questions from several MPs related to EPF, Amir said the agency categorised the losses suffered by nine subsidiaries into the same three categories as KWAP, namely capital structure, deterioration in the value of commercial properties and declining occupancy rate.
