Petra to launch new rooftop solar aggregation programme

The ministry says that the guidelines for the Community Renewable Aggregation Mechanism are being finalised.

The energy transition and water transformation ministry (Petra) will introduce the Community Renewable Aggregation Mechanism (CREAM) to facilitate the aggregation of residential rooftop spaces for green energy generation.

In a statement, Petra said the guidelines for CREAM were being finalised, with details on implementation to be announced soon by the Energy Commission.

It said the initiative would be implemented through an open-grid access model, adopting the Corporate Renewable Energy Supply Scheme launched in September 2024.

“Homeowners can lease or rent out their rooftop spaces to third parties, enabling the integration of multiple rooftops to develop solar photovoltaic (PV) systems, supplying green electricity to users,” it said.

It also said that renewable energy developers must comply with federal, state, and local regulations when aggregating rooftop spaces to develop solar PV systems and supply electricity through existing utility distribution networks.

“Corporate entities can access locally generated green electricity as part of their sustainability commitments,” it added.

Beyond CREAM, the ministry said it would continue enhancing existing renewable energy initiatives, including a new round of bidding for the large-scale solar (LSS-6) programme, set to open up as early as the second quarter of the year.

A new bidding process for energy storage systems will also be rolled out, scheduled for the third quarter of 2025, to reinforce the stability of the national electricity grid.

“Petra is confident that the introduction of CREAM, along with the enhancement of existing renewable energy programmes, will significantly contribute to the nation’s energy transition aspirations.

“This includes increasing the renewable energy mix within the national electricity supply system to 70% by 2050 and supporting Petra’s commitment to reducing the carbon footprint of the country’s electricity sector,” it said.
