Johor immigration acting director Faizal Shamsudin said this followed public complaints about foreigners working without valid permits or travel documents.
The 11am raids were conducted under Ops Mahir.
Those rounded up at the aluminium factory comprised 10 Pakistanis, nine Bangladeshis, four Chinese nationals and three Myanmar nationals, all men, aged between 20 and 46.
The factory manager – a 43-year-old Malaysian woman – was also picked up.
Faizal said 23 Myanmar nationals, including nine women, two Pakistani men and a Nepali man, aged 21 to 42, were nabbed at the bakery.
A director of the bakery, a 36-year-old man, was also arrested.
