
The department confirmed receiving public complaints on the matter and said action had been taken by a team of animal welfare officers.
“Efforts to track down the suspect are ongoing,” it said in a statement.
The department said it conducted checks on the dog, a brown male poodle, on Wednesday. The case is being investigated under Section 29(1) of the Animal Welfare Act 2015.
It urged those with information to contact Selangor DVS or senior investigating officer Shuaib Anuar at 013-4321512 to assist in investigations.
The video clip dated April 22 showed a man carrying the poodle before flinging it against the wall.
It is understood that the dog suffered injuries to its front right leg.
On April 22, Malaysiakini reported an animal rescuer urging authorities to take action against the alleged abuser, noting that multiple police reports and complaints had been lodged.
A separate video, dated April 14, also resurfaced, showing the poodle whimpering and limping as it runs away from a man and hides under a table in a house.
