The ministry said the bullies would either be suspended or expelled.
“There is no room for physical violence at this institute, prank or otherwise,” it said in a statement.
The ministry said a preliminary investigation revealed that the incident occurred at 4.30pm on Sept 19.
It said the institute only received a report on the matter on Sept 22.
In a Facebook post, the minister, Hannah Yeoh, said that as a mother, she found bullying unacceptable.
“And as a minister, I will not compromise with violence at the youth and sports training institutes,” she said, adding that every student had the right to a safe environment.
