Govt to amend outdated civil service regulations to expedite projects

Outdated regulations in the civil service that are no longer suitable will be amended to speed up the process of implementing projects, especially those that will benefit the people, says chief secretary to the government Zuki Ali.

He said instructions had been issued to the finance and economy ministries, the public services department, and Malaysian Administrative Modernisation and Management Planning Unit (Mampu) to study the amendments to the regulations.

Zuki said the proposed amendments are a result of Prime Minister Anwar Ibrahim’s emphasis on efforts to expedite the implementation of policies and basic development projects for the people.

“That is why, he (Anwar) cynically mentioned recently that it’s possible to break a few rules (to speed up projects).

“That doesn’t (mean) break the rules (per se), but to be quick and to stress the issue of governance,” he told the media.

Previously, Anwar was reported to have said that the implementation of projects this year was better than last year, though not satisfactory.

Anwar, who is also the finance minister, also instructed all ministries to expedite the planned projects by the end of this year.

Zuki cited the implementation of the dilapidated schools construction project through the Bitara Madani initiative as the best example of expediting projects beneficial to the people.

Bitara Madani looks to speed up the implementation of projects by several months, instead of taking more than a year to implement.

Previously, Zuki said 97.1% or 8,109 small projects, out of the 8,354 projects under the education ministry, had obtained letters of acceptance as of Oct 31.

A total of 4,764 projects were completed, 3,018 were in progress and 328 projects were terminated, he said.
