
Save Kuala Lumpur said the prime minister and all MPs in Kuala Lumpur must perform their duty in ensuring that the plan is not gazetted prematurely.
“SKL does not believe the draft KLSP2040 is ready for gazettement because the responsible authority (DBKL) has yet to address the inputs and objections that were submitted by many residents’ groups,” its president, M Ali, said in a statement.
He asked DBKL to carry out consultations with residents and address the feedback from all parties in a transparent and systematic manner.
Failure to do so could potentially render the KLSP2040 an unlawful document at the point of gazettement, he said.
SKL also highlighted the shortcomings of the draft, including the lack of policy direction and strategy involving the Federal Territory Planning Act 1982 and its failure to address the lack of open spaces around Kuala Lumpur.
The KLSP2040 is aimed at guiding the city’s development over the next 20 years.
The first Kuala Lumpur Structure Plan was gazetted in 1984, and the second plan was announced in 2004 and is known as the Kuala Lumpur Structure Plan 2020. In January 2018, City Hall commenced studies for the KLSP2040.
