Extend institutional reforms to all opposition MPs, says Bersih

The group notes that Warisan, Pejuang, PSB and two independent MPs are not part of the MoU.

Bersih 2.0 has expressed hope that the institutional reforms mooted by the government and Pakatan Harapan in a memorandum of understanding (MoU) to be signed today will be extended to all opposition MPs and not just those from PH

The electoral reform group said the benefits of institutional reforms, including equal constituency development funds (CDFs) and representation in parliamentary special select committees (PSSCs), should be extended to Warisan, Pejuang, PSB and the two independent MPs who are not party to the MoU.

In a statement, it said it does not know whether these parties were invited to be part of the MoU.

Last night, representatives from both the government and PH said they had agreed to work together in the spirit of bipartisanship to restore political stability while the government manages the Covid-19 pandemic and bolsters economic recovery.

Among the reforms proposed by Prime Minister Ismail Sabri Yaakob are a 10-year term limit for the prime minister, the introduction of an anti-party hopping law, and appointment of opposition members in the National Recovery Council.

The PH presidential council also said the leaders discussed a number of political reforms in addition to those offered by Ismail, such as improving the implementation of the voting age to 18, strengthening judicial independence and carrying out parliamentary reforms.

The memorandum will be signed by Ismail, opposition leader Anwar Ibrahim, DAP secretary-general Lim Guan Eng, Amanah president Mohamad Sabu and Upko president Wilfred Madius Tangau at Parliament House at 5pm.

Bersih called the MoU a “rare achievement” in Malaysian politics “where bipartisanship triumphs over spiteful rhetoric, one-upmanship and mindless politicking”, and welcomed the promise to publish the details in full at the signing.

It said this would allow the public to hold both sides accountable to fulfill the terms of the agreement.

Stressing that institutional reforms will ensure that all parties compete fairly, Bersih said they also provide checks and balances to prevent abuse of power and corruption.

“Any institutional reforms achieved from this MoU will benefit all political parties in the coming days as they would have the effect of levelling the political playing field, and start to bring an end to the current winner-takes-all situation,” it said.

“In a democracy, politicians should compete with each other to come up with better policies and laws that would improve the lives of the rakyat.”
