
He said this was to ensure there was no violation of SOPs in force during the Covid-19 pandemic, adding that the committee was also referring to practices in other countries, such as the UK and Australia.
According to a Bernama report, Rais explained that a hybrid Parliament will have “various implications” involving legislation and MPs’ code of conduct, among others.
He said the special committee comprises the speaker and deputy speaker of the Dewan Rakyat, the Dewan Negara president and deputy president, ministers in the Prime Minister’s Department as well as the chief administrator of Parliament, among others.
A follow-up meeting will be held tomorrow, he added.
He said the committee was also taking into account the country’s financial situation, the workload of parliamentary administrators and the possibility of updating existing infrastructure to accommodate 222 constituencies and 70 senators.
“This legislative project is a noble and constructive effort because in any situation, Parliament must function as an institution of democractic governance,” said Rais.
He added that the legislative and executive branches of government must work together to uphold the Federal Constitution, the Houses of Parliament (Privileges and Powers) Act 1952 and the standing orders of both houses of Parliament.
