Wangsa Maju police chief Ashari Abu Samah said the incident took place on May 1 at about 6.30pm.

He said the viral video lasted about 23 seconds and Mazlan could be seen choking the delivery rider in front of the Russian embassy.

It was also said that the scuffle occurred over a disagreement on the road.

“So far, the food delivery rider has not lodged a police report. He should lodge a report too so we can investigate,” he said.

Last year, Mazlan caused a stir when he hit a security guard on April 6.

He was fined RM2,000 by the Seremban magistrates’ court on April 15 after pleading guilty.
