Cheras MP: DBKL sold 45 plots of prime land below market price

Tan Kok Wai asks why the land was not sold via open tender which would have fetched much higher prices.

KUALA LUMPUR: A DAP MP today alleged that the Kuala Lumpur City Hall (DBKL) had sold 45 plots of prime land far below market price over the past four years.

Cheras MP Tan Kok Wai also said the land was not sold through open tender.

“If these pieces of land were put up for sale in open tender, their prices would have rocketed. The questions is, why were they not sold via open tender?

“The excuse given was that the prices were given by the Valuation and Property Services Department, but that is very questionable,” he said to reporters after a meeting with city mayor Mohd Amin Nordin Abdul Aziz.

Tan said he further questioned the mayor on the land usage issue which allegedly was “getting out of hand”.

“There are small pieces of land that have been sold to developers as commercial land, but after a while the developers would convert them for residential purpose to make more gains.

“This has enraged the public as these plans keep changing without the public being informed.”

Tan said the federal territories ministry must make a clear stand on a “new” Kuala Lumpur City Plan to enable more orderly development.

He said he had questioned the government on the matter from time to time, but had not received a clear answer.

“I asked in the meeting today what they are planning to do and if they are planning to renew the city.

“The answer we got was that they will improve and fine-tune the Kuala Lumpur City Plan 2020 and call it City Plan 2040 or 2050. They haven’t started but they said they will begin soon.

“The existing plan is obviously no longer feasible as the MRT (Mass Rapid Transit) is not in the plan and they have already begun building the second (MRT) line.

“When we asked, the answer we got was ‘we have not gazetted but we also have not cancelled’ the plan. What kind of answer is that?” asked Tan.

Almost RM30 million was spent to produce the draft City Plan 2020, which was launched in May 2008.

The draft plan was initially scheduled to be gazetted in 2012 but this was delayed to February 2013 as a result of objections and land usage issues.

Since then, no concrete plan has been announced by the federal territories ministry on its next course of action.
