Shouting match erupts after MP calls for Parliament to be shut down

KUALA LUMPUR:
A shouting match erupted in the Dewan Rakyat today when an opposition MP suggested that Parliament be shut down, accusing it of lacking freedom or authority.

Claiming that opposition MPs had been denied their allocations, Shahidan Kassim (PN-Arau) said this showed Parliament had “failed as an institution”.

“Parliament is supposed to be an independent, world-class legislative institution.

“It has failed, not just by global standards, but by Malaysian standards as well. I call for parliamentary services to be shut down again,” he said while debating the Supply Bill (Budget) 2026 at the committee stage.

RSN Rayer (PH-Jelutong) interjected and referred to Standing Order 36(4), accusing Shahidan of being rude, and saying he should not have attacked Parliament, as it is an institution given authority by the Yang di-Pertuan Agong.

“He (Shahidan) said this Parliament has no standard.

“You are an MP. If you wish to debate and express dissatisfaction, do so, but don’t demean the dignity of this Parliament. Shame on you, Arau,” Rayer said, according to The Star.

“Mind your own business,” Shahidan shouted back, adding that while he defends Parliament when abroad, he will speak up for justice when at home.

Deputy speaker Alice Lau interrupted them, and asked Rayer to send her the motion he had raised.

The last time Parliament was shut down was in 2021 during a national emergency announced to contain the Covid-19 pandemic.

Rayer later told FMT he will send in a motion tomorrow to refer Shahidan to the rights and privileges committee.

Deputy speaker Ramli Nor warned MPs against more disruptions, saying there have been too many unnecessary stoppages.

“Please take note of these two rules – first, Standing Order 7(4) and (second) Standing Order 37(2).

“If any MP disobeys my instructions, I will proceed to make a charge immediately. If the response is unsatisfactory, I will deliver a ruling right after obtaining an explanation,” he said.
