‘Fairer’ tariffs for 23.6mil domestic users in peninsula

Energy Commission says new schedule to encourage more effective management of consumption will be implemented from next month to end of 2027.

Some 23.6 million domestic users in Peninsular Malaysia will enjoy fairer electricity rates, and in turn lower costs of living, through the new tariff schedule approved by the government.

The Energy Commission said the new schedule will see, among others, an extension of off-peak consumption hours to cover all of Saturday and Sunday, and 10pm to 2pm from Monday to Friday.

“This is to encourage more effective management of consumption, in line with efforts towards a more effective and sustainable energy system.

“Consumers who use electricity during off-peak hours will save more on their bills,” it said in a statement today.

The commission said the new tariff, which will be enforced from July 1, 2025 to Dec 31, 2027, will also see the base average tariff adjusted to 45.4 sen/kWh, compared with 45.62 sen/kWh previously approved in December 2024.

Currently, the base tariff is set at 39.95 sen/kWh between 2022 and 2024.

The base average tariff comprises a 12.98 sen/kWh network and retail charge and a 32.42 sen/kWh generation charge, with an additional 10% depending on an incentive given for efficient consumption.

“With this adjustment, the total average cost of the electricity tariff (in Regulatory Period 4) is lower by 19% compared with Regulatory Period 3,” it said.

It said the automatic fuel adjustment mechanism would replace the imbalance cost pass-through mechanism, allowing for adjustment to the generation charge based on current fuel market prices and currency exchange rates.

“Based on our forecast until the end of the year, we believe (adjustments) will not exceed three sen per month. We have already taken into account some level of demand growth,” the commission’s CEO, Siti Safinah Salleh, said at a session with the media.

The commission said the new schedule will exempt domestic users who use 1,000kWh and below and low voltage, non-domestic users who use 200kWh and below to incentivise efficient electricity consumption.

It said the government has agreed to specific electricity tariffs for agriculture, water services, sewerage and rail operations.

“Registered higher education institutions, schools, welfare homes and houses of worship will receive 10% rebates,” it said.

It said household heads in hardcore poor families registered in the e-Kasih system will continue to enjoy monthly rebates of up to RM40.

“Overall, this approach aims to encourage energy efficiency and renewable energy usage. All consumers will receive electricity bills in a more detailed and itemised format,” it said.
