Penang expands 5% discount for properties to all buyers

The Penang government has decided to broaden a targeted 5% housing discount on about 3,000 unsold properties to all buyers, reversing an earlier campaign that was limited to Indian Muslims.

Chief minister Chow Kon Yeow said the offer, under the Madani Ownership Campaign, would run for one year starting today. As of last year, there were 2,796 such units.

“This will be limited to developers who have registered with the Penang Housing Board and listed the properties as unsold units under the National Property Information Centre,” he told reporters in Komtar.

The initial offer of a 5% discount sparked controversy as it was exclusively targeted at Indian Muslims buying homes or commercial units under the Madani Home Ownership Campaign from June 2025 to May 2026.

State housing committee chairman S Sundarajoo said the move was to boost homeownership and ease the property overhang.

He also said the discount did not infringe on the rights of other communities or involve public funds.

The plan was scuttled three days after it was announced following intervention by Penang DAP chairman Steven Sim, who said he had discussed putting a pause on the measure with Chow.

Meanwhile, the draft local plan for Seberang Perai is expected to be finalised and submitted for gazettement by October.

Penang state executive councillor for local government H’ng Mooi Lye said the public participation process for the local plan was complete, with over 4,000 responses received from residents and stakeholders.

“All of the views gathered during the public hearing have been taken into account and will be used to improve the draft,” he told reporters.

H’ng added that the Seberang Perai City Council would finalise the updated draft before submitting it to the state government for publication in the gazette by October.

Separately, Chow said he recently visited Austria and Switzerland, where he was hosted by Doppelmayr/Garaventa Group and CWA Constructions SA, companies supplying components and systems for the RM245 million Penang Hill cable car project.

He said the project remained on track for completion by December 2026, with pylon installation already underway.
