Cabinet still reviewing T15 classification, says Rafizi

The economy minister says the proposal had been presented four times to the Cabinet which decided more discussions were needed.

The Cabinet is still reviewing the proposed T15 classification, which will identify those to be excluded from targeted subsidies, economy minister Rafizi Ramli said today.

Rafizi said the proposal had been presented four times to the Cabinet.

“We presented it four times but the Cabinet wanted to relook and discuss it further,” he told reporters after launching the Mid-Term Review of the National Oil & Gas Services and Equipment Industry Blueprint 2021-2030 here today.

“I think that is for the best as we move closer to the (date of ) implementation. I think we have to wait and get the cue from the finance ministry closer to the date because implementation will be done by them.”

It was previously reported that the government would announce the T15 income classification by the first quarter of 2025.

The classification will determine which households will be excluded from targeted subsidies, including the two-tier RON95 fuel pricing system.

Under this system, the wealthiest 15% of Malaysians will pay market rates for fuel, while the remaining 85% will continue receiving subsidies.

This move is projected to save the government RM8 billion annually.

Rafizi previously said the T15 income group would likely be determined based on locality, rather than a national definition.

Prime Minister Anwar Ibrahim, when tabling the 2025 budget last year, said several subsidies would be withdrawn for the T15-income group.

Various parties have since urged the government to clarify which households would be considered T15 and review the classification of household income to ensure that the targeted subsidies help the right groups.
