
Tabled for its second reading yesterday by law and institutional reform minister Azalina Othman Said, the bill was passed after being debated by 35 MPs.
This comes after the Constitution (Amendment) Bill 2025, which forms the foundation of the Parliamentary Services Bill, was passed yesterday after its second and third readings.
A total of 148 MPs voted in favour of the bill, while 57 abstained and 17 were absent.
The Parliamentary Services Bill, which was tabled for its first reading on Feb 24, aims to establish the parliamentary service as a separate entity from the civil service.
The Parliamentary Services Act 1966 was repealed in 1992, with Parliament placed under the Prime Minister’s Department and overseen by a minister.
Yesterday, Azalina said Malaysia would continue to take steps to strengthen the constitutional democratic system by reintroducing the Act.
She said this was to ensure Parliament functioned independently of the executive and fulfilled its responsibilities in line with the practices of developed nations.
