In a statement, Zakaria said all foreigners must meet immigration department requirements before they are allowed entry to the country, and that those who do not are issued an NTL notice.
He said foreign travellers who have been issued an NTL notice will be handed over to airlines to be returned to their last embarkation point.
“Airlines are responsible for ensuring that travellers who have been issued an NTL notice are sent back immediately,” he said.
“While waiting to be sent back, foreign travellers with an NTL notice will be placed at a designated area in the holding lounge.”
Reasons for the issuance of NTLs include travellers having criminal records, failing to produce the necessary documents such as visas, a return flight ticket, proof of accommodation, or adequate financial means to sustain their stay.
Earlier today, Malaysiakini reported that an official had been seen punching a foreigner’s face in what is believed to be the NTL holding lounge at KLIA.
It included a three-second video of the incident which is believed to have taken place on Nov 11.
