In a statement, Hamzah said the opposition received two sets of draft proposals for the MoU, one between the government and PN, and another between the government and all PN MPs.
Hamzah also gave four fundamental reasons for rejecting the MoU, claiming it went against the Federal Constitution with conditions that touched on the special position of the Malays and Bumiputera.
“The draft MoU contains conditions that could be considered as going against traditional, cultural, and moral values and also encroaches into the issue of religion.
“There is also no clear mechanism on how it is going to be applied, and this opens up the possibility of ex-parte action taken over any breach or non-compliance,” he said.
Yesterday, PN chairman Muhyiddin Yassin said the draft was unusual, and complicated and showed no genuine intention to help opposition MPs. The coalition had received the draft MoU last month.
In his statement, Hamzah further criticised the MoU for including clauses that could restrict MPs’ freedom of speech.
The PN secretary-general said this goes against the law that guarantees MPs immunity on anything that is said in the Dewan Rakyat on behalf of the people.
However, Hamzah did not divulge any details on the conditions contained in the MoU.
He also reminded the government that the Pakatan Harapan manifesto in the 15th general election (GE15) pledged to provide equal constituency development funds to all MPs across the political divide.
