5% hike in assessment rate for Seberang Perai properties

The Seberang Perai City Council (MBSP) announced today that it will increase the assessment rate by up to 5% according to the property category with effect from Jan 1, 2025.

Seberang Perai mayor Baderul Amin Abdul Hamid said the increase is based on the existing assessment rate that has been in use since 2020 and will expire on Dec 31 this year.

He said the assessment tax change only involved 63%, or 228,721, of the total 362,097 properties in Seberang Perai.

The remaining 133,376 (37%) are not involved and owners will continue to pay at the current rate.

“The categories that will experience a change in assessment tax involves 41,988 flats and 140,333 landed residences.

“Also involved are 29,527 trade holdings, 1,793 factories, 4,999 light factories, 154 gas stations and 9,927 land under development,” he said at a press conference at Menara MBSP here today.

Baderul said the state government had given approval to both MBSP and the Penang Municipal Council (MBPP) to revise the existing assessment list as stipulated in the Local Government Act 1976.

He said the implementation of the new assessment list from 2025 will result in an increase in the tax revenue.

This extra revenue will be used for maintaining cleanliness, solid waste disposal and road maintenance.

The funds will also go towards upgrading and maintaining public facilities, landscape maintenance and beautification, as well as various other facilities for the Seberang Perai community.

Baderul said the new valuation list for 2025 is expected to generate additional tax revenue of RM10.757 million for MBSP.

“We expect 87.55% of the 41,988 flat owners, other than low and medium-low-cost unit holders, only have to pay up to an extra RM20 in assessment. The rest will have to pay more than RM20.”

Baderul said any property owner not satisfied with the new assessment tax increase can make a written objection under Section 142 (1) of the Local Government Act 1976 to the mayor through the MBSP website until Oct 14.

He said all objections received will be heard by the tax objection (reassessment) committee. Decisions on the appeals will known by April next year.
