The decision was made when the special Cabinet committee on national governance, chaired by Prime Minister Anwar Ibrahim, met recently.
It is part of efforts to enhance the efficiency of public service delivery.
The PMO also said a Government Procurement Bill would be prepared, with a complaint mechanism established in accordance with international standards.
The Cabinet committee also decided to form a task force under the Enforcement Agency Integrity Commission (EAIC) to implement the recommendations of a separate panel that reviewed custodial deaths.
This will cover enhancing existing laws, SOPs and infrastructure, with the relevant enforcement agencies implementing this while being monitored by the respective regulatory entities.
