Senior Minister for Security Ismail Sabri Yaakob said out of the 381 detained, 377 individuals had to pay compound fines while four were remanded.
He said the 33 were detained for crossing borders without permission despite frequent warnings in the past.
Health director-general Dr Noor Hisham Abdullah had attributed the recent spread of infections in Kelantan to travellers who brought the virus from red zones such as the Klang Valley and Negeri Sembilan.
Ismail said the other offences recorded yesterday included visiting entertainment outlets (96), not wearing face masks (80), failure to observe physical distancing (69) and failing to record details before entering premises (57).
In his statement, Ismail said under the ongoing Operasi Benteng, enforcement teams detained 20 illegals, three smugglers and seized nine vehicles.
On mandatory quarantine, Ismail said from July 24 to Nov 21, a total of 72,182 individuals had entered Malaysian borders. Out of that, 61,923 had been allowed to return home.
