Why didn’t you abolish Yayasan WP when you were in power, NGO asks PH

A non-governmental organisation (NGO) today slammed opposition Kuala Lumpur MPs for failing to abolish the Yayasan Wilayah Persekutuan (YWP) when the Pakatan Harapan was in power but calling for it to be shut down now.

Save Kuala Lumpur (Save KL) deputy chairman Mumtaz Ali said his group, along with other NGOs, had urged Putrajaya to abolish YWP when PH took over the government in May 2018.

“That was the first thing we requested from the former federal territories minister Khalid Samad and other PH MPs, but they did nothing. They had the opportunity to dissolve YWP, so why did they not do anything about it then?

“They are like the pot calling the kettle black and they should be answerable to the public,” he told FMT.

The MPs called for YWP to be abolished following a Public Accounts Committee (PAC) report that the management of YWP was exposed to conflicts of interest as the federal territories minister and the Kuala Lumpur mayor were the foundation’s chairman and trustees board member respectively.

In justifying the call for YWP’s abolishment, Segambut MP Hannah Yeoh had said the foundation’s main role of dealing with the people’s welfare could be carried out by Yayasan Kebajikan Negara, which comes under the women, family and community development ministry.

Kepong MP Lim Lip Eng had said Kuala Lumpur City Hall (DBKL) could set up a separate department directly under its purview to handle matters relating to welfare, while Lembah Pantai MP Fahmi Fadzil said YWP could be turned into a statutory body.

Mumtaz also called on the Malaysian Anti-Corruption Commission (MACC) and the National Audit Department to conduct a detailed investigation into all transactions of YWP.

“Federal Territories Minister Annuar Musa should also be more transparent with ministry-related matters,” he said.

YWP is a company registered under the Companies Act 1965 and is not monitored by any authority, including the National Audit Department.

The PAC yesterday revealed that 97 sale transactions of DBKL land were carried out without referring to any SOPs since 2011, adding that the process was too lax and was exposed to abuse of power.
