Penang’s 2030 structure plan to be ready by June 2019

The plan is a cornerstone of Penang's development as it will shape the state into a smart city, says Jagdeep Singh Deo.

GEORGE TOWN: The new Penang Structure Plan (PSP), which governs the state’s development projects for the next 11 years, is expected to be released by mid-2019.

State Housing committee chairman Jagdeep Singh Deo said with 462 inputs received from various individuals and NGOs, it will now be checked by an evaluation committee.

When contacted, he told FMT, after the completion of the study by the committee, it will be sent to the state executive council for deliberation.

He said it is then up to the state executive council to decide about gazetting the PSP.

Jagdeep said the plan was a cornerstone in Penang’s development as it will shape the state into a smart city in the long run.

The 2030 PSP is part of a federal law which requires all states to come up with a structured plan, laying out the spatial plans for next year.

It outlines the development plan for the state in the next 10 years and would affect density, where homes can be built and more.

The plan is renewable every five years. The last gazetted PSP was in 2007 and is still in use today.

There were plans to introduce a new 2020 PSP, but it never took off.

Previous reports indicated that the delay was due to the inclusion of Special Area Plans (SAP) for the George Town heritage site and Penang Hill.

Typically, local plans are developed for each municipality or city council area only after a structure plan has already been gazetted.

In Penang, there was supposed to be a local plan for the island and another for Seberang Perai.

The PSP and its subsidiary local plans are important for planned development of the state in the near future.

It will specify the type of projects allowed in every area in the state that the public can look forward to.
