The Coalition for Clean and Fair Elections (Bersih 2.0) wants a royal commission of inquiry (RCI) to be set up to look into electoral fraud and offences which allegedly took place during the 14th general election (GE14).

It also wants the RCI to investigate the role played by Election Commision (EC) commissioners in addressing, or failure in addressing, such concerns.

This RCI must be completed within six months of its inception, it said in a statement today.

Bersih 2.0 welcomed EC chairman Hashim Abdullah’s decision to retire early from July 1. It is believed that Hashim, 64, could have served another two years.

“We question the delay in Hashim’s decision as calls for his removal have been made known since GE14 was held on May 9.”

It reminded the authorities to ensure that no critical information or evidence regarding possible tampering, manipulation and rigging of the election is destroyed, modified or hidden.

Bersih also called on the other six EC commissioners to tender their resignations immediately for “their failure to uphold, defend and implement the democratic right to vote as well as the principles of clean, free and fair elections”.

Bersih said the Pakatan Harapan government must now show its commitment for electoral reform by appointing a reform-minded person with high integrity in place of Hashim.

Nominations from civil society and public members should be considered, he added.

It said the preferred electoral system was outlined in Bersih 2.0’s Election Reform Action Plan.

“For the long-term reforms on the appointment process of EC commissioners, which will require amendments to the Federal Constitution and the Election Commission Act, Bersih 2.0 calls on the government to establish an EC nomination committee to receive and screen applicants.

“It should consist of representatives from the three branches of government, statutory bodies and civil society representatives.

“Public hearings should be held for shortlisted candidates, including for members of the public to view their details and to submit representations.

“The committee can then submit its nominated candidates to Parliament for approval by the House of Representatives, after which their names can be presented to the Yang di-Pertuan Agong for approval and appointment.”
