Natural Resources and Environment Minister Wan Junaidi Tuanku Jaafar, in a written reply to Lim Guan Eng (DAP-Bagan), said this was the actual amount spent after taking into account the work scope, design and site needs, among others, during the project implementation.
Wan Junaidi (BN-Santubong) said this involved several projects from the Fifth Malaysia Plan to the 11th Malaysia Plan, including new and continuing projects.
He gave the example of the Sungai Junjung flood mitigation, where a cost of RM135 million was approved under the Eighth Malaysia Plan, and its implementation carried on until the 10th Malaysia Plan.
“Even though the overall project costs approved is RM2.57 billion, it does not mean all the allocations have to be spent for development works.
“This cost refers to the initial cost ceiling expected to be paid for the implementation of the projects,” he said in the written reply.
Lim, who is Penang chief minister, had asked how only RM443 million of the total allocation of RM2.6 billion had been spent for flood mitigation projects in Penang for the Ninth Malaysia Plan to the 11th Malaysia Plan.
He asked what happened to the balance RM2.157 billion that was promised, and when it would be returned to Penangites to ensure that flood mitigation plans could be carried out.
