PKR rep to move motion on Russians eyeing Petronas assets

Assemblyman says the Federal Government has no basis to maintain ownership beyond April 2012 and negotiation of any Petroleum Sharing Contract (PSC) should rightly be done with the Sarawak Government.

Batu Lintang Assemblyman See Chee How has confirmed that he would be tabling a private member’s motion in the coming Sarawak Assembly sitting to call upon state lawmakers to seek “immediate clarification and explanation” from the Federal Government on reports that Russia was eyeing Petronas assets.

He was referring to a statement attributed to Russian Energy Minister Alexander Novak in the Tass news agency on Friday.

The Federal Government, he stressed, has no basis to maintain ownership beyond April 2012.

“Negotiation of any Petroleum Sharing Contract (PSC) should rightly be done with the Sarawak Government.”

See, who is also PKR vice-chairman and a senior lawyer in private practice, called on Chief Minister Adenan Satem to issue a statement on the matter.

He wants Adenan to state “unequivocally” that the Sarawak Government will not agree with any deal with Russia which will compromise the state’s territorial integrity and economic interests.

Adenan, in a winding-up speech in the Sarawak Assembly last December, also agreed that the constitutionality and legality of the Territorial Sea Act 2012 and the other legislation allegedly altering the state’s territorial boundary and jurisdiction will be raised with the Federal Government, he reminded.

See recalled that the state assembly had barely six months ago, on Dec 8 last year, unanimously passed a motion which among others expressed the state’s determination to review certain federal acts.

These included the Territorial Sea Act 2012, the Continental Shelf Act 1966 and the Petroleum Mining Act 1966.

”These are deemed to have encroached upon the rights of Sarawak, particularly our natural resources and constitutional territorial jurisdiction,” reiterated See.

The lawmaker urged the people of Sarawak to rise up as one, and act to safeguard its territorial integrity and economic interests.

“They should bear in mind that the bulk of the country’s oil and gas fields are located within the territorial waters of Sarawak.”

“The same goes for the Petroleum Sharing Contracts (PSCs) signed with third parties.”

The rights of Petronas to Sarawak’s petroleum resources were derived from emergency ordinances and proclamations of emergency which had since been lifted and repealed in 2011, he added.

“In consequence thereof, the ownership of the rich petroleum and gas reserves within the continental shelf within the territorial boundary reverted back Sarawak.”
