Ong Chin Wen (PKR-Bukit Tengah) alleged the company that won the bid had “zero revenue” in its financial year ending 2014, as reported to the Companies Commission.
“Two days before the successful bid, the company had also changed its name,” he said in his debate on the Yang di-Pertua Negeri’s speech today.
In a written reply to Ong, Exco Jagdeep Singh Deo (DAP-Dato Keramat) said the project was opened for tenders twice.
Jagdeep said at the end of the tender on Nov 18, 2013, three companies vied for the project: Magnificent Emblem Sdn Bhd; Centurion Corporation Limited; and TEE International Limited.
He said another tender had to be called as the companies did not meet the “title ownership” (“pegangan hakmilik”) criterion.
Jagdeep said another tender was then called on June 23, 2014. A month later, two companies, Magnificent Emblem and Westlite Dormitory (Penang-Juru) participated in the tender.
He said Westlite won as it offered the “highest offering price” for the land. The tender closed on July 23, 2014.
Ong said according to a Companies Commission search, the company had its name changed from Tropianis Development Sdn Bhd to Westlite Dormitory (Penang-Juru) Sdn Bhd on July 21, 2014.
He said the search also revealed at the end of 2014, Westlite Dormitory (Penang-Juru) declared it had zero in revenue and was actually in the red with -RM33,034 (negative) in profit.
