Limiting term for CM an election pledge in 2008, says Teh

Penang DAP explains proposal to limit term of office removed on instruction from the late Karpal Singh due to conflict with Westminster parliamentary system.

Penang DAP had proposed to limit the state chief ministership to three terms prior to the 2008 General Election, Tanjung Bungah DAP assemblyman Teh Yee Cheu revealed today.1

He said the party had issued a pledge document containing seven proposed reforms, including limiting the term of office for the CM, introducing local government elections and setting up an Ombudsman office.

“The pledge was given to all Penang DAP candidates. I, too, received a copy in Chinese and it was placed on my table back then.

“If the DAP was willing to go with a limit on the chief minister’s term of office before, why not now?2

“I am merely proposing two-terms,” he said in a press conference at the state Legislative Assembly today.

Teh has repeatedly put forth a motion to limit the term of office for the chief minister to two terms for the past two years.

However, he has been three times unlucky and vowed to try again at the next sitting of the assembly.

Meanwhile, Penang DAP organising secretary Wong Hon Wai said Teh’s copy of the pledge was a draft copy.

He said the Bahasa Malaysia and English copies of the pledge were the “legitimate” ones. He said it was read out on March 6, 2008 at the Esplanade by Penang DAP candidates.

Wong said the three-term chief ministership proposal initially found on Teh’s version of the pledge was removed.

“Our late national chairman Karpal Singh had requested it to be removed as it was not compatible with a Westminster parliamentary system.

“I had replied on this matter when Teh raised it about two years ago. I will issue a statement on this soon,” said Wong, who is also Penang CM Lim Guan Eng’s political secretary
