Court to rule in senior citizen’s dog round-up obstruction case

The magistrate will rule next month whether to call for Patrick Khoo to enter his defence to a charge of obstructing an MBPJ officer during a stray dog operation.

The magistrates’ court here will rule on Oct 17 whether to call for senior citizen Patrick Khoo to enter his defence on a charge of obstructing a public servant in the discharge of his duties during a stray dog operation two years ago.

Magistrate Shahril Anuar Ahmad Mustapa said the court needed time to review the written submissions filed by the prosecution and defence at the close of the prosecution’s case.

Khoo was charged with preventing Petaling Jaya City Council enforcement officer Azizul Azzim Norehan from carrying out his duties during an operation on the night of March 22, 2023.

The incident, captured on video, was said to have occurred at Taman Kanagapuram, Petaling Jaya.

The charge, framed under Section 186 of the Penal Code, carries a maximum jail term of two years, a fine of up to RM10,000, or both, upon conviction.

The defence, in its submission, insisted that the charge against Khoo was defective as it failed to specify the nature of the obstruction.

It also contended that the prosecution had failed to tender any documentation to prove that Azizul was a civil servant.

Lawyers Rajsurian Pillai and Tay Chee Fu represented Khoo while deputy public prosecutor Lim Leong Hui appeared for the prosecution.

Khoo, 71, was present in court, having arrived in a wheelchair, accompanied by several friends.
