The bill was passed after eight days of debate starting Aug 4, and followed by winding-up sessions beginning on Aug 18.

Lawmakers flagged gaps in rural development, transparency in allocations, and concerns over artificial intelligence and talent development.

Prime Minister Anwar Ibrahim tabled the 13MP on July 31, unveiling plans focusing on inclusive development, environmental sustainability, economic digitalisation, and strengthening the education and health sectors.

“The 13th Malaysia Plan is not only an economic blueprint, but also a reflection of the government’s commitment to ensuring fair and equitable progress for all levels of society,” he said.

The 13MP will now go to the Dewan Negara before it comes into force in early 2026.

The government also pledged to release an action plan in the first quarter of 2026, with detailed strategies and KPIs for public monitoring.
