
In a statement, the EAIC said it had gathered evidence and testimonies suggesting that a national anti-drugs agency (AADK) officer assaulted and injured a client undergoing rehabilitation at the Pahang centre in 2024.
“The EAIC recommends the installation of CCTVs on Puspen premises to ensure the safety of clients undergoing rehabilitation,” it said in a statement.
The EAIC said it also found evidence suggesting that the Puspen centre involved attempted to conceal the incident, as a report on the client’s injuries was only made to AADK headquarters after an unreasonable delay.
The commission said the incident would be referred to the Attorney-General’s Chambers with a recommendation for criminal investigation related to the offence of voluntarily causing hurt by dangerous weapons or other means.
The issue will also be referred to AADK’s disciplinary authorities, with the EAIC recommending action against the officer involved under Regulation 38 of the Public Officers (Conduct and Discipline) Regulations 1993.
