
Kulai police chief Tan Seng Lee said the cops came across a video on social media, uploaded by Instagram user UPDATEINFO11, Bernama reported.
“A report was lodged by a 33-year-old man, and preliminary investigations revealed that the incident occurred last Monday at around 1.09pm in a commercial area in Senai, Johor.
“Following this, the criminal investigation division of the Kulai police headquarters arrested a 45-year-old foreign man to assist in the investigation,” he said in a statement.
Tan said the suspect would be brought before the Kulai magistrates’ court today for a remand application.
“An inspection confirmed that the dog is in stable condition and is being well cared for by the complainant,” he added.
Tan said the case is being investigated under Section 428 of the Penal Code, which carries a jail term of up to three years, a fine, or both, upon conviction.
The suspect is also being investigated under Section 29(1)(a) of the Animal Welfare Act 2015, which provides for a maximum prison sentence of three years and a fine ranging from RM20,000 to RM100,000, upon conviction.
