PSA bill to be tabled on Monday

A constitutional amendment will also be tabled to enable the formation of a parliamentary council, co-chaired by the Dewan Rakyat speaker and Dewan Negara president.

The government is set to table, debate and seek to pass the Parliamentary Services Bill 2025 along with a constitutional amendment bill, during the current Dewan Rakyat session.

Government spokesman Fahmi Fadzil said law and institutional reform minister Azalina Othman Said would table the two bills for first reading on Monday.

“The Cabinet has also agreed for Prime Minister Anwar Ibrahim to table the bills for the second reading, expected on March 4,” he said in a statement today.

Fahmi said the Parliamentary Services Bill 2025 aims to set up a parliamentary council jointly chaired by the Dewan Rakyat speaker and Dewan Negara president, while the constitutional amendment bill will facilitate the council’s formation.

“This initiative reflects the Madani government’s commitment to implementing the reform agenda and strengthening democratic institutions in the country,” he said.

Earlier this month, PKR MP Lee Chean Chung disclosed that the government planned to reintroduce the Parliamentary Services Act (PSA) in this Dewan Rakyat session.

The bill was originally set for tabling last November but was postponed.

The PSA was first enacted in 1963, granting Parliament independence in managing its affairs, staff selection and expenditure control. However, it was repealed in 1992.

Calls to revive the law have been made for a few years by MPs as well as by former Senate president Wan Junaidi Tuanku Jaafar.
