A 43-year-old man has been arrested by police in Kuala Lumpur for allegedly abusing a cat by forcibly dragging the animal by its neck with a leash at a condominium building.

Kuala Lumpur police chief Rusdi Isa said the suspect was arrested at his home yesterday.

The probe is being conducted under Section 428 of the Penal Code for committing mischief by killing or maiming an animal.

The offence is punishable by up to three years’ jail, a fine, or both, upon conviction.

In a statement, Rusdi urged those with information on the case to contact the KL police contingent’s hotline at 03-2115999, or the Brickfields police headquarters at 03-22979222, or the nearest police station.

A member of the public had lodged a police report on Saturday after a viral video showed the man dragging the cat on a leash, allegedly near the Scott Garden condominium along Jalan Klang Lama.

Rusdi initially said the case had been referred to the veterinary services department.
