New rules for foreign-registered aircraft by end of year

The Civil Aviation Authority of Malaysia says it has also intensified ramp inspection surveillance at Subang airport after the Elmina crash.

New regulations on the operation of foreign-registered aircraft in Malaysia are expected to be released by the Civil Aviation Authority of Malaysia by the end of the year.

The authority’s CEO, Norazman Mahmud, said the review of the rules was in line with safety recommendations provided by the Air Accident Investigation Bureau, particularly after the Elmina crash last year which killed 10 people.

“This review aims to empower the CAAM with improved oversight capabilities regarding foreign-registered aircraft operating within Malaysia, ensuring that all aviation activities in the country adhere to the highest safety standards,” he was quoted by Bernama as saying.

“Following the Elmina crash, the CAAM has also intensified its surveillance measures during ramp inspections, particularly at the Sultan Abdul Aziz Shah Airport in Subang, where there is a significant concentration of general aviation activity.”

On Aug 17, 2023, a Beechcraft Model 390 jet en route to the airport crashed near Bandar Elmina in Shah Alam, killing 10 peopl,e including Pahang executive councillor Johari Harun.

Yesterday, the AAIB said the primary cause of the crash was the inadvertent extension of the lift dump spoilers, which led to a “catastrophic loss of control” of the aircraft. It also believed that the co-pilot had made the fatal error.
