
The department also confirmed that the canine is now under its care.
It said the case is being investigated pursuant to Section 29(1)(a) of the Animal Welfare Act for animal cruelty.
If found guilty, the suspect could be fined not less than RM20,000 but not more than RM100,000 or imprisoned for a maximum three years, or both.
“The investigation paper into the alleged animal abuse will be referred to the deputy public prosecutor in the nearest future for further instruction,” DVS said.
On Tuesday, the department said it was investigating the incident after receiving several reports about the alleged abuse.
Two days ago, FMT quoted independent rescuer Shima Aris as saying that a video of the incident, which has since been widely shared on social media, showed a shirtless man forcefully grabbing the dog and repeatedly hitting its face.
Shima said that along with a group of rescuers, she went to the condominium to demand that the man surrender the dog, which he did willingly.
The husky was later sent to a private veterinary clinic for a check-up. However, there were no visible wounds.
DVS advised individuals or animal welfare organisations to lodge complaints directly with the department and not take matters into their own hands.
“It could interfere with the investigation,” it was quoted as saying.
