Govt gives telcos 20 days to acquire stake in DNB

Telecommunications companies (telcos) have been given 20 days to decide whether to acquire shares in Digital Nasional Berhad (DNB), the government’s special purpose vehicle to roll out the 5G network, communications minister Fahmi Fadzil said.

He said completing a stake or share subscription agreement (SSA) in DNB is a prerequisite for telcos that wish to vie for the second 5G network.

“One of the conditions for telcos wanting to be part of the second network is that they must complete their SSA or equity stake in DNB.

“We hope the telcos make their decision within the time given,” he said at a press conference aired on Facebook.

Fahmi added that the Cabinet has formally agreed to proceed with a second 5G network.

This follows his previous statements on the transition to a dual 5G network system. The current 5G network will continue to operate and expand, targeting 80% coverage of populated areas by the end of this year.

It was reported previously that by early next year, a new entity will begin developing the second 5G network, also aiming to reach 80% coverage within two years.

Fahmi said the Malaysian Communications and Multimedia Commission (MCMC) will call the tender for the second network soon and will list the requirements.

Fahmi said there was a delay in getting telcos to commit to DNB due to business-related processes, such as getting board approval and other due diligence.

“This administration wants to ensure the second 5G network happens. There is a lot of interest from mobile network operators,” he said.

Fahmi said the MCMC will be in charge of the “overall 5G ecosystem”, while implementation of “day-to-day duties” would be handled by the digital ministry.
