Anwar, who is also the finance minister, also announced a special RM200 in aid for government pensioners, including army veterans with or without pensions.

“This special aid will benefit 1.3 million civil servants, including contract appointments, as well as more than a million pensioners,” he said at the launch of the new Madani economic narrative at the Securities Commission here today.

He said these were temporary measures as Putrajaya works on studying adjustments to civil servants’ salaries, which he vowed would be implemented in two weeks.

On July 13, Anwar said a proposal will be made for the civil service salary scheme to be improved in stages based on the country’s economic capabilities.

He said it would be discussed at a meeting with Chief Secretary Zuki Ali and public services department director-general Zulkapli Mohamed before the state elections take place on Aug 12.

On Sunday, Anwar said he will chair the first management meeting on the salary scheme adjustment next week.

Separately, Anwar said the government will improve financing offered under the housing credit guarantee scheme (HCGS) by providing guarantees of up to 120% of the price of the property for homes under RM300,000.

He said the 120% guarantee under the scheme will help the people with costs involved in acquiring homes including principal payments, legal fees, insurance and renovation costs.

In February, the government announced in its Madani Budget 2023  the HCGS would guarantee home financing up to RM5 billion in 2023 for applicants who have no fixed income.

Established as a company wholly owned by the finance ministry in 2007, the HCGS aims to help first-time homebuyers without fixed income, such as gig workers, freelancers, independent business owners, and small traders such as fishermen and farmers.
