Cabinet to discuss releasing 2018 reform panel’s report ‘soon’

A memorandum on releasing the Institutional Reforms Committee’s (IRC) 2018 report to the public will be brought to the Cabinet soon, says law and institutional reforms minister Azalina Othman Said.

In a written parliamentary reply, Azalina said the report was aimed at studying proposed institutional reforms that had been identified by the then Pakatan Harapan government.

“The report contained various proposals and views regarding the existing lack (of reforms) and weaknesses in government institutions.

“Inputs that were put forth in this report will also be considered in the proposed institutional reforms that are to be implemented (by the unity government),” she said in response to Azahari Hasan (PN-Padang Rengas).

Azahari had asked the prime minister if Putrajaya would make the IRC report public.

Last month, a coalition of 100 civil society organisations called for the IRC’s 2018 report to be made public, saying the previous governments’ lack of progress in reforms severely impacted its transparency, accountability and governance.

In the report, the IRC made numerous recommendations involving the Malaysian Anti-Corruption Commission (MACC), the Sedition Act, the Security Offences (Special Measures) Act (Sosma), police misconduct, the death penalty and other issues.

Former Bar Council president Ambiga Sreenevasan had also called for the report’s release after warning that urgent reforms faced the risk of being derailed by another Sheraton Move, referring to the event that led to the collapse of the PH government in 2020.
