Ampang Jaya police chief Farouk Eshak said the suspect was arrested after his sister-in-law lodged a report.
Farouk said the complainant got into an argument with the man’s wife after the couple had scolded the boy.
The complainant also claimed she had seen the suspect hit the victim.
Police found that the boy had wounds on his chest, legs and private parts.
Farouk said the child had been under the couple’s care since he was five months old after an unidentified person voluntarily handed him over to them.
The boy is being treated at Ampang Hospital.
The suspect, who did not have a criminal record and tested negative for drugs, has been remanded until Oct 25.
The case is being investigated under Section 31(1) of the Child Act 2001, which carries a fine of not more than RM50,000 or a maximum imprisonment of 20 years, or both, upon conviction.
