
The remaining two cases have been resolved, with four individuals charged with voluntarily causing hurt in one case and the other being referred to the coroner, she said in a statement.
Noorsiah also said that of the 19 deaths, nine died in the lockup, eight died at the hospital and two died while being brought to hospital.
Sixteen of the cases involved locals, while the rest were foreign nationals.
Noorsiah said police, the Enforcement Agency Integrity Commission, Suhakam and human rights NGO Centre for Human Rights Research and Advocacy, had also visited lockups at the Shah Alam district police headquarters to get a better understanding of police procedures.
