Council ropes in experts after flash floods at bypass road

The Penang Island City Council has roped in experts from the Institute of Engineers, Malaysia (IEM) to identify the causes of the flash floods at the Bukit Kukus bypass road on Saturday.

The engineering experts from IEM’s Penang branch will provide advice to the council and the project consultant engineer, the council said in a statement today.

Mayor Yew Tung Seang, secretary Rajendran Anthony and representatives from Penang IEM and the contractors visited the site this morning.

Flash floods hit a short stretch of the recently opened bypass road on Saturday after the scupper drains became clogged with dried leaves and rubbish following heavy rain.

The Relau-bound stretch of the road was under about 30cm of water. A video clip posted by a motorist showed a car stuck in the water while a motorcycle was seen making a detour.

Council workers removed the debris and water was able to flow out of the drains after the clean-up.

Last month, piles of litter were seen along the bypass road just two weeks after it opened, prompting the council to plead with the public to stop littering.

“The city council will be carrying out frequent patrols on the bypass road and also via CCTV,” it said. “Action will be taken against those who stop at the road shoulder to throw rubbish.

“The council hopes the public will be responsible for ensuring cleanliness and the safety of road users.”
