PSB promises ‘model secular state’, 4 DCMs in manifesto

Party says it will introduce laws barring the use of race and religion in pushing political agendas, policymaking.

Parti Sarawak Bersatu (PSB) has vowed to make Sarawak a “model secular state” should it win the upcoming state elections, through the introduction of laws barring the use of race and religion in pushing political agendas and policymaking.

In its manifesto, PSB said it will not allow political parties or individuals to use race and religion to push any agenda, exert political influence, determine government policy and discriminate or marginalise any community.

To ensure fair representation of all communities, PSB said it will create more state assembly seats in rural areas and four deputy chief minister’s posts.

Each of the main communities, namely the Dayaks, Malay-Melanau and Chinese, will be entitled to at least one position, be it the chief minister or deputy chief minister’s post.

PSB promised to provide full scholarships to eligible Sarawakians studying in the country.

The party also promised to safeguard Sarawak’s rights under the Malaysia Agreement 1963 (MA63) by advocating for the federal government to amend Article 1(2) of the Federal Constitution to restore the state’s status as equal partners with Malaya.

It also advocates incorporating provisions in the Sarawak constitution to require the unanimous consent of all state assembly members for any amendment, which will protect Sarawak’s rights under MA63, autonomy, citizenship and freedom of religious and cultural practices.

To create a fair political and governmental structure, PSB said it will put the Sarawak treasury directly under the state Cabinet, and outside and apart from the chief minister and deputy chief ministers.

PSB said its chief minister and the deputy chief ministers will also not hold any state finance ministerial office or positions.

All established NCR lands, it said, shall be issued with titles in perpetuity under Section 18 of the Land Code.

On land development, PSB said it will grant a sum of RM1 billion to set up rural cooperatives to facilitate the achievement of economies of scale in sales and marketing and logistics, through training and capacity building for the rural population.

It also promised to continue efforts to preserve natural forests by establishing one million hectares of planted forest through resolving land issues with local inhabitants, and provide RM5 billion in investment funds for the rural natives to plant and own their tree plantation estate.

For first-time home buyers, PSB said it will grant a 10-year full exemption on land rents, assessment and other rates, as well as free electricity and water connection for those whose monthly household income does not exceed RM10,000.

It will also co-finance loans of up to RM200,000 on a 50/50 basis for qualified first-time home buyers. The loan tenures will be capped at 30 years, with no interest and suspended repayments within the first five years.
