Shahidan lays out ‘organic’ plans for Kampung Baru

Federal territories minister Shahidan Kassim says the development will be carried out in phases, with short-term plans set to commence this year.

Federal territories minister Shahidan Kassim today laid out new development plans for Kampung Baru.

He told the Dewan Rakyat that the development will be “organic” and will be carried out in phases according to blocks of land, saying that there are 44 identified land blocks.

According to Shahidan, the development will only be done after a discussion is held between the landowners and the developer.

“The government will only allocate money for infrastructure development in the area, including upgrading the main roads leading to Kampung Baru.

“The value of properties offered to landowners will also depend on the type of development that will be implemented,” he said in reply to Khalid Samad (PH-Shah Alam).

Shahidan said the development will be divided into three phases with the first phase expected to start this year and end in 2025.

The short-term plans will include the development of Sungai Baru and the PKNS flats, as well as upgrading work from Jalan Raja Uda to reconnect Jalan Kuching to Kampung Baru.

“Medium-term plans will be implemented from 2025 to 2034, involving competitive development at Kampung Periok and Kampung Pindah.

“Long-term development will take place from 2034 to 2040, and includes a 20-year plan to promote and develop the area,” Shahidan said, adding that the long-term plans were finalised in July.

He said his ministry requested for RM148 million under the 12th Malaysia Plan and is awaiting a reply from the Economic Planning Unit (EPU).

Out of that, RM100 million is to acquire land at Kampung Pindah and RM48 million is for road widening work at Jalan Raja Uda.

He said the plans would need landowners to agree to the development.

“So far, only 61% of owners had agreed when Pakatan Harapan (PH) was in government. It needs 100% agreement.

“However, under the Land Acquisition Act, development can be carried out with 50% agreement from owners.

“We have been talking about developing Kampung Baru for a long time but there is no focus on the development,” he said, adding that Kampung Baru folk had agreed to mixed development.

“The work that is going to be carried out will ensure more development to the area,” Shahidan said, adding that the landowners will discuss directly with the developer.

However, Khalid, who was the federal territories minister under the PH administration, said it was not right for landowners to negotiate directly with developers as the deal may end up favouring the latter.

“It is better for the government to discuss on behalf of the landowners,” Khalid said.

In response, Shahidan said the Kampung Baru Development Corporation will coordinate the matter.
