Electoral reform group Bersih 2.0 has questioned if those chosen as deputy speakers are willing to resign or “take leave” from their political positions.

So far, two names have been nominated for the post of deputy speaker — Pontian MP and Umno secretary-general Ahmad Maslan and Teluk Intan MP and Perak DAP chairman Nga Kor Ming.

Bersih, in a Facebook post, said their resignation from their party posts was important as the deputy speaker must be seen as being completely free from party influence so that they can focus on issues in the Dewan Rakyat as well as enforce meeting rules without any fear of party interests.

Bersih 2.0 also demanded that only those who have no criminal or corruption record and proven to be people of integrity should assume the post of speaker or deputy speaker.

It said Ahmad still had a case pending in court after he was charged under the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001.

“Will Ahmad, if appointed as deputy speaker, be able to carry out his duties with full trust and principles?

“The government must guarantee that this important post is not abused just so that he can escape the charges he is currently facing.”

Bersih 2.0 also said both candidates would also have to put forward what parliamentary reforms they want to bring about.

It stressed that the speaker and deputy speaker should not be mere gatekeepers for the executive to withhold motions and bills or limit the speeches of elected representatives, especially those from the opposition.

“The voices of the people’s representatives from various parties need to be heard.”
