Petaling Jaya district police chief Mohamad Fakhrudin Abdul Hamid said the couple, who are both Malaysians, will be investigated under Section 31(1)(A) of the Child Act 2001.
The three children were found with bruises and injuries on their bodies.
Fakhrudin said two of the children – a girl, aged 6, and a boy, 7 – were rescued by police during a raid at the apartment on Aug 27.
Both the children have been sent to the University Malaya Medical Centre (UMMC).
“They will be referred to the welfare department for further action,” Fakhrudin said.
Meanwhile, the woman’s other daughter, 4, is in the custody of a 45-year-old woman who had lodged the police report on the couple based on information from other residents at the apartment building.
Police have also confiscated three canes of various sizes believed to have been used by the suspects on the children.
He urged those with information on domestic violence or child abuse to contact the police so that victims can be rescued immediately.
They also urged the public to contact the Talian Kasih hotline at 15999 to report any incidents.
