
Its president, Adnan Mat, said these appointments must be made based on qualifications and capability, adding that the selection should not be influenced by political factors or favouritism by ministers.
“This is vital to ensure the government machinery led by the prime minister and his Cabinet can be assisted by government officers who possess the right calibre, integrity and capability.
“Only this can subsequently ensure successful delivery of all of the government’s programmes,” he said in a statement today.

Towards this end, Adnan also urged incoming Prime Minister Ismail Sabri Yaakob to consider restructuring every ministry so that their functions are more coordinated.
This was important so that each of the ministries could focus their respective visions and missions on facing the challenges of the Covid-19 pandemic.
“Cuepacs would also like to stress on the vows made by civil servants — we are neutral and political interests are not taken into consideration when any action is taken. Our motivation is to serve the country.
“As such, the loyalty of every public servant is only to the King, country and government of the day. Our duty is to ensure the government delivers the best that it can,” he said.
Adnan hoped government leaders understand this commitment so that civil servants would not be accused of siding with anyone when the administration is ruled by certain individuals or a party.
“If this is accepted with an open mind and there’s professionalism on both sides, we can then ensure the country actually embraces a mature democratic system that will benefit everyone.”
He added that Cuepacs was also confident that Ismail can continue the government’s excellence in service while ensuring the country is on a better track to battle Covid-19.
