
This follows a decision by the National Security Council, which has approved a proposal by the higher education ministry.
Higher Education Minister Noraini Ahmad said in a statement students from red zones must arrive at their campuses 10 days earlier so they can first be quarantined.
Meanwhile, for universities located in Sabah and Sarawak, student intake will be carried out according to the procedures set by the respective state governments.
She also said new and existing international students of private and public universities would be allowed to enter the country as early as Jan 1, except for those who are coming from UK.
Noraini added that foreign students must undergo the mandatory quarantine of 10 days upon arrival.
She added that the decision to allow physical classes was to encourage “hybrid teaching and learning activities” consisting of face-to-face and online classes.
She urged that academic activities on campuses be carried out according to the Covid-19 health and safety SOPs, including the wearing of face masks and use of hand sanitiser.
