Mizan had earlier held a press conference at which he said he and his comrades had been barred from entering the hall.
He also claimed he was assaulted and pushed when he did manage to enter.
He accused PKR Youth chief Akmal Nasir of failing to adhere to the instructions of party president Anwar Ibrahim and his deputy Mohamed Azmin Ali who had asked for a peaceful congress.
“I have written to the Registrar of Societies,” he said. “The congress is going on without me. When I entered, I was pushed and beaten.
“Where is the justice?”
Earlier, Mizan said the RoS had acknowledged that a new permanent chairman should only be elected once every three years.
He also said he should have been present when the wing wanted to elect a replacement.
He claimed that many observers in the hall, including schoolchildren, had not worn entry tags while some 200 delegates who had were barred from entering.
“We were treated like animals,” he said. “Don’t (do this) to the point that the RoS takes notice and it affects our party.”
