
He said the Kelantan government needs to “scrutinise” why the federal government had not paid the petroleum royalty to the state when full payment had been made to Terengganu.
“There may be certain technical problems. The state government must self-reflect the reason for non-payment while it was fully paid to Terengganu.
“The royalty payment would not have been made to Terengganu if the federal government practises discrimination because the amount is bigger,’’ he told reporters here today.
PAS deputy president Tuan Ibrahim Tuan Man had said the federal government no longer had any excuse for not giving the royalty to Kelantan since the state had fulfilled its requests, including withdrawing court action.
He said PAS had hoped that Kelantan would be given the royalty through Budget 2020 tabled yesterday, but it was not mentioned in the proposals.
Commenting on the Kelantan State Assembly meeting this week, Husam said the state would have adequate funds to spend because most of the allocations had been channelled to it by the federal government.
He said the allocations channelled to the states included those for roads which were 100% managed by the Malaysian Road Record Information System (Marris) in Kelantan.
However, Husam said the Kelantan government had been asked to provide in detail the status of the carbon credit project included in the Kelantan budget in 2013 involving 1 million ha of forests.
“The people of Kelantan would want to know how much payment was received from the 1 million ha for the carbon credit project,’’ he said.
